
The Water Trust Board was established in 2001 to recommend water projects to the State Legislature for appropriation of funding, in the form of grants or loans, from the Water Project Fund. These water projects must be for: water storage, conveyance, or delivery of water to end users; implementation of federal Endangered Species Act of 1973 collaborative programs; restoration and management of watersheds; flood prevention; or water conservation.
The Water Trust Board submitted its first recommendations to the State Legislature in 2003. The State Legislature authorized the Water Trust Board to provide $10 million dollars in grants or loans from the Water Project Fund for five water conveyance projects and nine watershed projects. In 2004, the State Legislature authorized the Water Trust Board to provide $12.5 million dollars to water projects throughout the State. In 2005, the State Legislature authorized the Water Trust Board to provide $17.7 million dollars in grants or loans to nineteen water projects throughout the State.
The projects authorized by the State Legislature in 2005 were recommended by the Water Trust Board based on thirty project applications from entities in eighteen different counties from all over the State.
The Water Project Fund is made up of appropriations from the State Legislature, money that has been set aside from severance tax bond proceeds, and money otherwise allocated to the fund to support water projects.
