The activities of the agency are financially supported with state general funds and income from state trust land funds. Although the income from the trust land varies from year to year, the agency receives a good portion of its funding from these two funds: the Irrigation Works Construction Fund and the Improvements to the Rio Grande Income Fund. The trust lands were set aside under the Ferguson Act of 1898 along with trust lands for some 19 other beneficiaries.
The following revenue flow chart illustrates how the agency is funded.
