Lower Rio Grande Basin

The Lower Rio Grande Basin extends from Elephant Butte Dam to the Texas Border near El Paso and is one of New Mexico’s principal agricultural regions. Rapid population growth, especially in the El Paso area, coupled with extended drought are placing ever increasing demands on the Basin’s limited water resources. Active Water Resource Management will be implemented to optimize effective conjunctive use of the basin’s surface water and groundwater to meet critical needs, especially in times of reduced surface-water flow.
