How much water your toilet uses depends on two factors: its tank size and its working condition. Since 1992, federal law has mandated that all new toilets use no more than 1.6 gallons per flush. Recent technological advances include the duel flush toilets, High Efficiency Toilets with 1.28 gallon flushes and waterless urinals. Even the new toilets can be water wasters if they have a leaky flapper valve or an improperly set water level.
